About the Author

Tamar Gutner: is an Associate Professor of International Relations at American University′s School of International Service. Her research focuses on the performance and effectiveness of international organizations, particularly international financial institutions. She is the author of Banking on the Environment: Multilateral Development Banks and Their Performance in Central and Eastern Europe (MIT Press). She holds a Ph.D. in Political Science from the Massachusetts Institute of Technology; and an M.A. in International Relations from the Johns Hopkins University School of Advanced International Studies (SAIS). Before becoming a scholar, she worked as a financial journalist for A.P-Dow Jones in New York and London.
